Launch of “Rebuilding Ukraine: A Youth Policy Agenda for Recovery and EU Accession” at Cafe Kyiv 2026

From research to reality: at Cafe Kyiv 2026, the Rebuild Ukraine Ambassadors presented their Youth Policy Agenda for Ukraine’s reconstruction and EU accession, sparking exchange with decision-makers and civil society.

The European Youth Parliament (EYP) has officially launched its new publication, Rebuilding Ukraine: A Youth Policy Agenda for Recovery and EU Accession, presenting it for the first time at Cafe Kyiv.

The publication is the flagship outcome of the Rebuild Ukraine Ambassadors Programme, a youth-driven initiative supporting Ukraine’s sustainable reconstruction and its path towards EU accession.

Four years after Russia launched its full-scale invasion of Ukraine on 24 February 2022, Ukraine continues to defend its future. This Youth Policy Agenda contributes to that future with actionable recommendations shaped by young people from Ukraine and across Europe.

From the Rebuild Ukraine Lab to Publication

The publication is the result of months of work by the 2025 cohort of Rebuild Ukraine Ambassadors. Through the Rebuild Ukraine Lab, participants engaged in research, consultations with experts, and collaborative policy development across borders.

The programme provides young people with a structured space to co-create forward-looking, concrete policy recommendations. The publication reflects this process, bringing together proposals across six key thematic areas central to Ukraine’s recovery:

  • Rebuilding Trust in Public Institutions and Fighting Corruption
  • Combating Disinformation and Enhancing Democratic Resilience
  • Support for SMEs and Tech-Driven Economic Recovery
  • Toward a Resilient Energy System
  • Social Cohesion, Inclusion, and Youth Empowerment
  • Reframing Ukraine’s Narrative in a European Context

Grounded in European values and informed by Ukraine’s EU accession process, the Youth Policy Agenda highlights the role of young people not only as beneficiaries of reconstruction, but as active contributors shaping it.

Presenting Youth Perspectives at Cafe Kyiv

The official presentation took place at Cafe Kyiv 2026, a platform dedicated to dialogue on Ukraine’s freedom, security, reconstruction, and European future.

The Rebuild Ukraine Ambassadors’ Programme contributed through an interactive workshop and an information booth, creating space for exchange with policymakers, civil society representatives, and engaged citizens.

During the workshop, participants explored the publication’s recommendations, discussed challenges linked to recovery and EU accession, and developed ideas for further action. At the information booth, visitors engaged directly with Ambassadors, explored the proposals in detail, and learned how to support Ukraine’s reconstruction and the programme’s work.

Youth at the Heart of Reconstruction

The launch marks an important milestone for the Rebuild Ukraine Ambassadors Programme, demonstrating young people’s capacity to develop informed and credible policy proposals at a critical moment for Ukraine and Europe.

Presented at Cafe Kyiv, the Youth Policy Agenda stands as both a policy contribution and a call to ensure that youth perspectives remain central to shaping Ukraine’s recovery and European future.
